The VOUT voltage is 2x the voltage or signal applied at VIN+ J9, and have the same sign. In other words, if 10 VDC is applied at VIN+, the output at VOUT is 20 VDc. For an ac input signal of 10 VPP, VOUT is be 20 VPP and in phase with the input.
