The Open Event Machine (OEM) firmware accomplishes static and dynamic load balancing of CorePacs. It does this by running a job scheduler in one or more PDSPs, and a job dispatcher in each CorePac where jobs are to be run. Jobs are pushed into QMSS queues, which are monitored by the OEM firmware, popped based on priority and other scheduler conditions, then recycled by the dispatcher tasks.
